My citizenship application is taking forever. Is that legal?
There is a real deadline: the Ministry of the Interior must decide a citizenship grant within 180 days of the day it received your application, and the regional office where you filed had 30 days to send it there. Interruptions stop the clock. Once the deadline has truly passed, you may demand measures against inaction from the Minister of the Interior.
Who this is for: People who filed a citizenship grant application at a regional office and are waiting past the half-year mark, or past an interruption that never seems to end.
Not for: Declaration routes (by descent and similar), which are verified on their own track without the 180-day grant clock, see citizenship by descent.
Count before you complain
Citizenship — what the regional office does with the application, and by when
Sent to the Ministry within 30 days of the day the application is filed
Applications for the grant of Czech citizenship filed in person at a regional office (in Prague, a district office of Praha 1 to 22). The office does not decide: it fills in the questionnaire with the applicant and sends the file, with its opinion and the municipality's, to the Ministry of the Interior.

Citizenship — how long the Ministry has to decide an application
180 days from the day the application is delivered to the Ministry
Applications for the grant of Czech citizenship (udělení státního občanství). You file in person at the regional office for your place of permanent residence; the 180 days run from the day the application reaches the Ministry of the Interior, not from the day you file it.

The decision deadline while proceedings are interrupted
The deadline stops on the day a reason for the interruption arises, and ends no earlier than 15 days after the interruption ends
Any application decided under the Administrative Procedure Code, citizenship and residence included, when the authority has interrupted the proceedings (přerušení řízení), for example while the applicant supplies documents.

So the honest count is: filing day, plus up to 30 days of forwarding, then 180 days for the Ministry, minus nothing, plus every interruption, each with its minimum 15-day tail. A request to supply a document is an interruption; answering it fast is the one acceleration available to you.
The remedy, and who it goes to
Complaint against inaction (opatření proti nečinnosti) — who may file, and when
Once the deadline for issuing a decision has passed, a party may file a request for measures against inaction with the superior administrative authority
A party to any administrative proceeding under the Administrative Procedure Code, once the deadline for a decision has passed. This is the general administrative rule; it does not itself set what that deadline is for a given application type.

Who acts on a request about a ministry's inaction
The minister: for the Ministry of the Interior, the Minister of the Interior
Proceedings that a ministry decides at first instance, such as a grant of Czech citizenship decided by the Ministry of the Interior. The request for measures against inaction goes to the superior administrative body, which for a ministry is its minister.

The complaint-letter tool drafts this request from your dates, addressed to the Minister of the Interior, and refuses to draft one that is premature: a complaint filed before the deadline genuinely passed is counterproductive as well as ineffective.
What normal looks like
Applicants report their real durations, anonymously, in the processing-times tracker: filing date, office, decision date. It shows what the deadline cannot, how long decisions are actually taking, office by office, and your own entry makes it better for the next person.
Quick questions
- The regional office says my file “went to Prague months ago”. From when do the 180 days run?
- From the day the Ministry RECEIVED the application. If forwarding took the full 30 days, the clock started then, not on your filing day.
- I was asked for a new criminal-record extract. Why does that reset things?
- It does not reset, it pauses: the proceeding is interrupted, the deadline excludes the pause and resumes with at least a 15-day tail. Citizenship documents also age fast, tax and arrears confirmations must be under 30 days old, so re-requests happen.
- Can complaining hurt my application?
- The request for measures against inaction is a statutory right, decided on your file’s facts, not on the office’s mood. File it when the count supports it; the tool enforces exactly that.
