Long-term residence vs permanent residence: what changes?
A long-term residence permit exists for a purpose: work, study, family, business. Lose or change the purpose and the permit must follow, and it is renewed every couple of years. Permanent residence is a status: no purpose to keep proving, a card renewed every 10 years as a mere document, and an A2 Czech exam as the main new condition at the door.
Who this is for: Long-term residents wondering what permanent residence would actually change, and when switching becomes possible.
Not for: EU citizens, whose documents follow their own track, see the EU registration answer.
Side by side
| Long-term residence | Permanent residence | |
|---|---|---|
| What it is | Permission tied to a purpose (work, study, family, business) | A status, independent of purpose |
| If the purpose ends | Permit is exposed: deadlines start, see losing a job | Nothing happens to the status |
| Renewal | Substantive: purpose and conditions re-checked each time | Only the card is renewed, as a document |
| Czech language | Not required | A2 exam, with exemptions |
| Absences abroad | Shaped by keeping the purpose real | Status survives absences within its own generous rules |
| Typical card life | Up to 2 years (Employee Card) | 10 years; 5 under age 15 |

Permanent residence card — how long the physical card is valid (the status itself does not expire)
10 years, or 5 years if issued to someone under 15
Holders of permanent residence. The STATUS is permanent; only the card expires and must be renewed. A card issued to someone under 15 is valid 5 years, not 10.

“§ 117c odst. 2: "(2) Průkaz o povolení k pobytu cizince s povoleným trvalým pobytem se vydává s dobou platnosti 10 let, a jde-li o cizince mladšího 15 let, s dobou platnosti 5 let."”

What permanent residence frees you from
- The purpose treadmill: no more proving the job, the study or the business at every renewal.
- Employer dependence: your right to be here stops living inside one employment relationship.
- Renewal windows and the anxiety around them; the 120-day filing dance becomes a once-a-decade card replacement.
What it does not change: the duty to report moves and document changes stays, see reporting changes, and absences have limits of their own if citizenship is the next goal, see the citizenship guide.
When you can switch
The ordinary door is 5 years of continuous residence, counted under two simultaneous absence limits that deserve ten careful minutes, see what counts toward the 5 years. Shorter paths exist for specific families, including spouses of Czech citizens; the permanent residence guide maps them.
Permanent residence — the level of Czech you must prove
A2 (Common European Framework of Reference)
Third-country nationals applying for permanent residence who are not exempt from proving Czech. It is a different exam from the B1 one for citizenship.

Quick questions
- Is permanent residence the same as citizenship?
- No. Permanent residence is a foreigner’s status with a Czech address; citizenship adds the passport, the vote and immunity from residence rules entirely, with its own 5-further-years logic and a B1 exam, see the citizenship guide.
- Can permanent residence be lost?
- It can be cancelled on grounds the Act lists, long absences from the EU among them, but it does not lapse by itself the way a purpose-bound permit does. The 10-year card expiring changes nothing about the status.
- Does my family get it with me?
- Family members apply on their own footing; some have shorter residence requirements. One application does not carry the household.
